Улучшая качество жизни, цифровые технологии, развиваясь стремительно и охватывая все больше социальных сфер, несут в себе и потенциальные угрозы, в том числе правам и интересам людей, организаций, государства. Развитие способов и форм коммуникации способствует появлению новых проблем этического характера, однако наибольшие опасения вызывает развитие технологий искусственного интеллекта, которые способны заменить человеческий интеллектуальный труд и обеспечить автономное принятие решений, в том числе без контроля со стороны человека. Последнее обстоятельство является серьезным поводом для обсуждения вопросов этики искусственного интеллекта и правового регулирования отношений, связанных с использованием таких технологий.
While improving the quality of life, digital technologies, which are developing rapidly and covering more and more social spheres, also carry potential threats, including to the rights and interests of people, organizations, and the state. The development of methods and forms of communication contributes to the emergence of new ethical problems, but the greatest concern is the development of artificial intelligence technologies, which can replace human intellectual work and ensure autonomous decisionmaking, including without human control. The latter circumstance is a serious reason for discussing the ethics of artificial intelligence and the legal regulation of relations related to the use of such technologies.
