Россия – мировой лидер по численности северных оленей: 60% глобального домашнего поголовья расположено в нашей стране. Но тенденции таковы, что количество животных в северных регионах ежегодно снижается либо остается стабильным. Северное оленеводство – это единственная отрасль сельского хозяйства, в которой занято все коренное население Севера, Сибири и Дальнего Востока и отрасль, наиболее подверженная угрозам промышленного освоения. Особенность оленеводства в России по сравнению с другими странами – разнообразие его форм и методов. С 2006 года развитие оленеводства было включено в национальный проект, а в 2007 году стало приоритетным направлением развития животноводства. Начиная с 2021 года разрабатывается «Стратегия развития северного оленеводства в Российской Федерации до 2030 года»1, направленная на развитие оленеводства, использование, охрану, защиту и воспроизводство оленьего стада, инновационное и эффективное развитие технологических способов переработки сырья, обеспечивающих опережающий рост сектора экономики, социальную и экологическую безопасность страны. В статье рассмотрены меры государственной поддержки северного оленеводства в Республике Саха (Якутия); нормативно-правовое обеспечение государственной поддержки развития северного оленеводства.
Russia is the world leader in the number of reindeer: 60% of the global domestic population is located in our country. But the trends are such that the number of animals in the northern regions decreases annually or remains stable. Reindeer husbandry is the only branch of agriculture that employs the entire indigenous population of the North, Siberia and the Far East and the industry most exposed to threats from industrial development. A special feature of reindeer husbandry in Russia compared to other countries is the diversity of its forms and methods. Since 2006, the development of reindeer husbandry has been included in the national project, and in 2007 it became a priority area for the development of livestock husbandry. Starting from 2021, a “Strategy for the development of northern reindeer husbandry in the Russian Federation until 2030” is being developed, aimed at the development of reindeer husbandry, the use, protection, protection and reproduction of the reindeer herd, the innovative and effective development of technological methods for processing raw materials, ensuring accelerated growth of the economic sector, social and environmental safety of the country.
The article discusses measures of state support for northern reindeer husbandry in the Republic of Sakha (Yakutia); the need to adopt a federal law on reindeer husbandry is substantiated.
