Assessment of the legal status of constitutional (statutory) councils in the subjects of the Russian Federation

Abstract
With the emergence of a new state body – the constitutional council in the subjects of the Russian Federation, a significant legal force has sunk into oblivion, which remained unnoticed by the scientific community of the country. This body, created instead of constitutional (charter) courts in the subjects of the Russian Federation, unfortunately, does not have the necessary legal powers, as a result of which the majority of subjects that had constitutional (charter) courts refrain from establishing this body, which has led to a certain weakening of the role of the republics within the Russian Federation in protecting the rights and freedoms of citizens, as well as a decrease in the effectiveness of the means of protecting the Basic Law of the subjects of the Russian Federation due to the lack of powers to resolve legal disputes. In addition, the established constitutional councils in the republics have different legal statuses, due to the different approaches of legislators of the subjects of the Russian Federation when establishing a new body, which should have led to a revision of the legal status of constitutional councils at the federal legislative level.
