Civil society in Russia: between welfare state and legal state

Abstract
The author reflects on the issue of interaction between civil society and two key characteristics of the modern Russian state: the legal state and the welfare state. The established opinion in legal science about the inextricable link between civil society and the legal state was not reflected in the constitutional reform of 2020, which established the principles of interaction between civil society and the welfare state: mutual trust, social partnership, social solidarity, civil peace, consensus. As a result, there is a need to revive the discussion about the legal state, carefully develop the concept of the welfare state in Russia, and provide for the possible constitutional consolidation of provisions on civil society in the future.
