Abstract

The article examines the legal regulation of environmental protection in the conduct of business activities in the Arctic. The Arctic subjects are divided according to their territorial location for the effective protection of the ecosystem during economic activity. A special procedure for the legal regulation of the protection of the Arctic territory in the extraction of minerals is high lighted. Acritical assessment of the main normative legal acts regulating the relations of entrepreneurship and environmental protection in the territory of the Arctic zone of Russia is given. A proposal has been put forward that a special legal regime should be established through out the en tire territory of the Arctic zone of Russia when carrying out entrepreneurial activities. It is concluded that a sectoral federal law should be adopted for comprehensive scientific research and legal regulation of public relations in the Arctic.

Abstract

The article reveals the basic concepts associated with the individualization of individuals as subjects of rights, with the main focus being on the relationship between the concepts of “individualizing characteristics of an individual” and “means of individualization of an individual.” The features of identification and authentication of subjects of legal relations, implemented using digital technologies, are revealed. The threats associated with the unauthorized use of means of individualization of individuals related to biometric personal data through the use of digital technologies have been identified. The author argues that in the light of the development of artificial intelligence technologies, which make it possible to create synthesized dynamic images and synthesize a person’s voice, the institution of consent to the use of personal data requires revision in favor of other instruments of legal protection, one of which is a license agreement granting the right to use biometric means of individualization individual.

Abstract

The article examines the concept of cybercrime and its characteristics. The definitions of this concept contained in legal sources and proposed in scientific literature are analyzed. It is noted that its content is subject to changes caused by the development of modern technologies and the transformation of the methods of committing crimes using them. There is a need to study and identify the characteristic features of cybercrime, allowing it to be distinguished from other criminal acts. The characteristic features of cybercrimes are identified and designated.

Abstract

The effectiveness of criminal proceedings, including the achievement of its purpose, largely depends on the quality of the preliminary investigation and the activities of the investigator. In accordance with the principle of adversarial proceedings, he is attributed by the criminal procedure law to the prosecution. It is noted that the issues of the implementation of the prosecution function by the investigator are still debatable. In the article, they are considered from the point of view of the goals of the investigation and the interaction of the investigator in its implementation with his supervisor; the impact of significant powers of the head of the investigative body to implement departmental procedural control on the procedural independence of the investigator, on the solution of the problems of an objective investigation of a criminal case and the implementation of the prosecution function by him. A conclusion is made about the logical formulation of the question of the need to reduce the dependence of the investigator on the head of the investigative body, which limits his procedural independence, the objectivity of the investigation and the achievement, ultimately, of the purpose of criminal proceedings.

The tasks and measures to strengthen the state policy of the Russian Federation for the effective development of the Arctic zone have been identified. Abstract

The use of special tax regimes and the application of tax benefits by business entities does not lose its theoretical and practical relevance, despite the fact that these methods of state regulation have been used since the early 90s of the XX century. The authors analyze the problems of legal regulation of the use of special tax regimes, raise topical issues of law enforcement practice related to the need to systematize legislation, and propose ways to solve them.

Generally, the possibility of commercialization contradicts paragraph 4 of Article 129 of the Civil Code of the Russian Federation, according to which the results of intellectual activity and equated means of individualization cannot be alienated or otherwise transferred from one person to another, i.e. they are not a commodity, they are non-negotiable. The tool for the possibility of using intellectual property (the results of intellectual activity and means of individualization) is to ensure their legal protection. In this article, author attempt to highlight the specifics of the commercialization of intellectual property rights (intellectual property rights).

Abstract

Russia is the world leader in the number of reindeer: 60% of the global domestic population is located in our country. But the trends are such that the number of animals in the northern regions decreases annually or remains stable. Reindeer husbandry is the only branch of agriculture that employs the entire indigenous population of the North, Siberia and the Far East and the industry most exposed to threats from industrial development. A special feature of reindeer husbandry in Russia compared to other countries is the diversity of its forms and methods. Since 2006, the development of reindeer husbandry has been included in the national project, and in 2007 it became a priority area for the development of livestock husbandry. Starting from 2021, a “Strategy for the development of northern reindeer husbandry in the Russian Federation until 2030” is being developed, aimed at the development of reindeer husbandry, the use, protection, protection and reproduction of the reindeer herd, the innovative and effective development of technological methods for processing raw materials, ensuring accelerated growth of the economic sector, social and environmental safety of the country. The article discusses measures of state support for northern reindeer husbandry in the Republic of Sakha (Yakutia); the need to adopt a federal law on reindeer husbandry is substantiated.

The article deals with the problems of preventing terrorist and extremist crimes due to their global danger. The phenomenon of these phenomena has an impact on ordinary and economic crime. Abstract

This paper examines changes in the powers and functions of the institute of Heads of constituent entities after 2020, namely in the context of the COVID-19 coronavirus pandemic, as well as the structure of federal-regional relations. Legal acts and other documents that enshrine, approve or change the powers of the Heads of constituent entities are considered. During this period, the heads of constituent entities received a fairly wide range of powers and independence to implement policies in the regions. Regions began to independently introduce self-isolation regimes, provide support measures to the population, introduce mask regimes, vaccination of the population, QR codes. A feature of the expansion of powers was not only the independence of the region, but the fact that the federal center initially developed only an approximate political course, and after the effective actions of the heads of regions, introduced these measures as nationwide.

Abstract

This article context of rapid technological development, digitalization significantly influences the shaping of guidelines for youth policy. In modern society, digitalization encompasses almost all areas of young people’s lives, providing new opportunities for interaction, education, and self-realization. This paper examines the role of digital technologies in shaping the values and preferences of youth, as well as the impact of digital platforms on the process of developing and implementing youth policies. Special attention is given to issues of digital inequality, online safety, and digital literacy among young people. The study highlights the need to integrate digital tools into youth policy mechanisms to enhance its effectiveness and adapt to contemporary realities. The authors provide recommendations for the further development of digitalization in the field of youth policy. Youth policy represents a system of measures and initiatives aimed at creating conditions for the full development of young people, their social formation, and integration into society. The main goals of youth policy are to promote the formation of an active civic position, support the self-realization of youth in educational, professional, and cultural spheres, as well as to protect the rights and interests of young people. Youth policy programs are focused on developing leadership qualities, increasing employment levels, strengthening moral and cultural values, and encouraging youth participation in volunteer and social projects. The implementation of digital technologies plays an important role, as they facilitate access to education and information and expand opportunities for self-development and professional growth. Thus, youth policy is a crucial tool that contributes to the sustainable development of society by creating conditions for the comprehensive development of youth and their active participation in the socio-economic and cultural life of the country.

Abstract

This article is an overview, it presents various points of view of researchers on the development and existence of youth policy in the Arctic territory at the present time. When writing this article, we used such methods as search and comparative methods, compared the situation of youth policy in the Arctic now, between several subjects of the Arctic zone. Based on our comparative analysis, we came to the following conclusions: youth policy in the Arctic territory is as developed as in other regions of the Russian Federation, and is based on the Federal Law on Youth Policy, and has its own regional by-laws and regulations aimed at solving the basic problems of a particular subject related to Due to regional peculiarities, there is also more emphasis on the development and support of youth initiatives. As part of writing this article, we conducted a sociological survey in a village located beyond the Arctic circle, with a population of 500 people.

Abstract

Modern Yakutia begins its historical development with the collapse of the Soviet state, when the process of democratization of society in the entire post-Soviet space began. This era implied numerous and fundamental changes in all spheres of life of the people of Yakutia, including the transformation of constitutional orders. This meant the construction of a new political system under the new realities of state relations. One of the first steps of the new life was the development of the fundamental principle of building a new state, namely, the creation of the Constitution as the basic law and the main source of law, which would enshrine the foundations of the state system. This paper considers the issue of constitutional formation in the Republic of Sakha (Yakutia) from the point of view of historical analysis of the process of development and writing of the basic law. The study is made with the involvement of legal sources and research literature. The study of the topic of constitutional formation in the Republic of Sakha contributes to the identification of the peculiarities of the constitutional system of this subject of the Russian Federation and its differences from other regions.

Abstract

The article describes the youth movements of Russia from different times, namely the Komsomol and the All-Russian public-state movement of children and youth «Movement of the First» using the method of comparative analysis. In this research we analyzed young movements’ evolution state role in history of the USSR, later in history of Russian Federation. As a materials for better research we used published articles about parts of topic. Youth policy of different periods of our country is mixed with historical events and with changing of government in our country. As a hypothesis of this research we consumed that «Movement of the First» is modern version of Komsomol that supports traditional values among the younger generation. These movements are one of the engines of youth policy. History of youth policy in Russia has main periods: Komsomol and communism among young people, the collapse of the USSR and uncertainty and newest period – a time of challenges and threats to the country’s traditional values.

Abstract

The article is devoted to one of the versions of the origin of the Sakha people. The problem itself today already has its own considerable historiography and continues to remain controversial. In the Yakut scientific community as a whole, the prevailing opinion is about the representatives of the Kurumchiculture ‒ the Kurykans, an ancient Turkic tribe that lived in the 5th‒10th centuries. in the Baikal region. However, it is disputed by research scientists from Irkutsk and Buryatia. The author attracted the work of foreign scientists (Turkey, Kazakhstan) to the polemics of domestic researchers of the ancient and medieval history of the nomadic peoples of Eurasia. There is only one conclusion: the origin and ethnogenesis of the Sakha in its early stages still requires additional evidence and a critical rethinking of many known facts. The existing controversy and the presence of a significant number of “blank spots” in the problem being presented gives the author the right to express his opinion without imposing it on anyone.

The war era is fading away, as are the direct participants of those harsh times. The new generation knows about the war from books, films, videos, from the stories of those who heard and saw the war participants, sometimes the facts are changed out of ignorance or deliberately, which leads to a distortion of historical reality. Therefore, today the study of archival materials is especially relevant, because these documents are the primary sources of information and are of decisive importance for understanding historical events. The author of this article set himself the goal of reviewing the archival materials of the P209 fund “Military Commissariat of the Yakut ASSR”, data of the Olekminsky United District Military Commissariat.

Abstract

The article discusses the resources used as the foundation for the activities of courts in administering justice. The informatization of court activities has undergone significant changes, reflected in the organization of justice within the framework of the examined criminal case: audio recordings, video conferencing, and remote notifications to participants in the process. The use of information technologies in organizing court activities significantly expands the capabilities of participants in the process, aiming for objectivity, timeliness, and reliability of the cases being considered.
