Abstract

Currently, the ruble exists in three forms: digital, in non-cash form and cash. All three varieties of the national currency have the property of mutual equivalence. At the same time, the specifics of the form of the digital ruble lies in a non-standard method of circulation and emission. In theory and practice, the question arises of the ratio of the rules on the preservation of information about the digital ruble from access by third parties and the rules of legal regimes of confidential information of other types, in particular, we are talking about insurance secrecy, commercial secrecy and privacy. It was noted that these legal regimes of confidential information are characterized by greater legal certainty (compared to the legal regime on the digital ruble platform). It was concluded that legal concretization is necessary in terms of determining the content of information that is protected from access by third parties on the digital ruble platform.

The article examines individual issues of applying the prohibition of certain actions as a preventive measure. The positions proposed by scholars are analyzed, and judicial practice on the application of the prohibition of certain actions is studied. On this basis, a range of circumstances that can serve as grounds for making a decision to cancel and change the prohibition of certain actions is systematized and presented. Other issues arising when applying a preventive measure in the form of a prohibition of certain actions are also considered and identified.

Abstract

The article reflects such elements of forensic characteristics of illegal drug trafficking committed using the Internet as prevalence, subject and method of criminal encroachment using the example of the Sakha Republic (Yakutia). Statistical data are studied; objective patterns characterizing the subject and methods of preparation, commission and concealment of illegal drug trafficking using the capabilities of the Internet are identified, summarized and presented. The presented in the article can form the basis for improving the methodology for investigating these crimes, developing practical recommendations for agencies investigating crimes in the field of illegal drug trafficking.

The article examines the views presented in the literature, as well as the legislation of the Russian Federation, concerning the different understanding of the concepts of “crime in the field of computer information”, “computer crime”, “cybercrime”, “Internet crime”, “crime in the field of computer information”; based on modern approaches, it is established that the concept of “computer crime”computer crime” is identical to the concept of “cybercrime”, respectively, the two concepts of “computer crimes” and “crimes in the field of computer information, as well as other crimes committed using electronic or information and telecommunications networks, including the Internet” are identical to the concept of “cybercrime”; the definition of “computer crime” is given.

Abstract

With the emergence of a new state body – the constitutional council in the subjects of the Russian Federation, a significant legal force has sunk into oblivion, which remained unnoticed by the scientific community of the country. This body, created instead of constitutional (charter) courts in the subjects of the Russian Federation, unfortunately, does not have the necessary legal powers, as a result of which the majority of subjects that had constitutional (charter) courts refrain from establishing this body, which has led to a certain weakening of the role of the republics within the Russian Federation in protecting the rights and freedoms of citizens, as well as a decrease in the effectiveness of the means of protecting the Basic Law of the subjects of the Russian Federation due to the lack of powers to resolve legal disputes. In addition, the established constitutional councils in the republics have different legal statuses, due to the different approaches of legislators of the subjects of the Russian Federation when establishing a new body, which should have led to a revision of the legal status of constitutional councils at the federal legislative level.

The article provides a brief description of individuals as subjects of scientific and (or) scientific-technical activities based on the implementation of the constitutional guarantee of the right to scientific creativity (Part 1 of Article 41 of the Constitution of the Russian Federation). The legislation on scientific activity does not clearly define their list, with the exception of employees of scientific organizations. The subject of the analysis is the legislation on education, training of scientific and scientific-pedagogical personnel, as well as science and scientific-technical policy. Based on the classification of subjects – individuals in scientific and (or) scientific-technical activities proposed by the author, legal regulation is provided that refers to the right to engage in scientific research (creativity)

Abstract

The article examines the main provisions of the draft federal law “On artisanal mining”, which is meant to combat illegal extraction and sale of gold, among other objectives. An analysis of the draft’s provisions concerning the regulation of the mining claim formation procedure, as well as the conditions of conducting artisanal mining presented in the draft, shows that artisanal mining is a high-risk activity with an uncertain probability of the presence of gold deposits on the mining claim formed by the entrepreneur on the cadastral map. Can the law fulfill its objective in such conditions? The article proposes a change in approach to the formation of a mining claim, and an implementation of measures of criminal and civil liability.

This paper examines the state policy of support for young professionals in the Sakha Republic (Yakutia) in order to identify the effectiveness of existing measures and programs, as well as to develop recommendations for their improvement. The history and current state of the state policy of support for young professionals in the Sakha Republic (Yakutia) are analyzed. The existing programs and measures to support young professionals in the region are assessed. The problems and challenges faced by young professionals in the Sakha Republic (Yakutia) are identified. Recommendations for improving the policy of support for young professionals are made.

Abstract

In the modern world, political literacy of young people is becoming one of the most important factors determining their active participation in socio-political life. The relevance of this topic is due to the fact that young people, representing a significant part of the population, often face problems of low political awareness, which affects their activity and influence on the processes taking place in the country. The purpose of this study is to analyze the main problems that affect the formation of political literacy of young people. The main findings show that a low level of political literacy negatively affects the degree of involvement of young people in political processes, which requires the development of effective educational programs and initiatives aimed at raising their awareness. Prospects for further research include the need for a thorough study of the influence of mass media on the formation of political literacy of young people, as well as the development of new approaches to educational strategies that could contribute to more active participation of young people in political life. The authors propose various forms of work with young people to improve the level of political literacy of young people (holding debates and election simulations, involving young   people in volunteer initiatives and projects aimed at solving social problems).

Abstract

Today, more than 22 thousand youth movements and organizations are actively functioning in Russia, which indicates a high level of interest of young people in public affairs and active participation in the life of the country. Youth organizations play an important role in shaping the civic position of young people, but their development and influence on political processes, especially in the regional context, remain insufficiently studied. This creates a need for a deeper understanding of their functions and capabilities. The Sakha Republic (Yakutia) is a unique region with a rich culture and diversity of ethnic groups, which adds complexity to the analysis of youth policy. The main goal of this article is to identify the role of youth organizations in the political life of this region, based on their classification and functioning. The classification of youth organizations can include various types: from cultural and educational to political and social, which allows for a clearer understanding of their impact on society. To achieve these goals, we have identified several tasks. First, it is necessary to study modern youth organizations operating in the Sakha Republic (Yakutia). This includes an analysis of their structure, goals and objectives, as well as methods of work. Secondly, it is important to identify the development prospects of these organizations and their influence on the political life of the region. This may include both participation in elections and influence on the formation of public opinion. In the course of the study, we applied various theoretical methods, such as induction, analysis of the available material on youth policy and synthesis of the obtained data. This allowed us to more deeply understand how youth organizations can become catalysts for change in the political sphere, as well as how they can contribute to the involvement of young people in an active civic position.

Abstract

This article considers the processes of development of federative relations of Russia in the 21stcentury. These fundamental changes have touched many aspects of political life of the country: legislation, political institutions, relations between the subjects and the federal center. Undoubtedly, this complex step-by-step process was inseparably connected with socio-economic and spiritual spheres of public life. The article considers the topic of federalism development as a model of social progress and development of statehood from a problematic point of view. The authors emphasize that the uniqueness   of each federal system created in the history of mankind allow us to consider modern Russian federalism as developing, including in connection with the emergence of new subjects, new configuration, new composition. In political science it is accepted that federalism is built in different degrees of decentralization of relations in favor of the subjects. However, at the present stage, Russian political practice demonstrates a new experience of building a simultaneously federal and centralized state, in which political elites maintain consensus on the distribution of powers, the solution of the national question, etc. This unique political experience has been attempted to present in a new way. The authors of this article tried to present this unique political experience.

Abstract

In 2024, higher education in Yakutia will celebrate its 90th anniversary. One of the brightest pages in the history of the Yakutsk State University is student sports and physical education. The relevanceof the article is associated not only with the anniversary date, but also with the fact that at present the most acute problem is the low physical fitness and development of students. It is no secret that every year the number of schoolchildren and students assigned to a special medical group due to health conditions increases. The fight for a healthy lifestyle, for the development of physical education did not begin today, we see its development back in the middle of the twentieth century within the walls of the university. Studying the history of the formation of physical education as part of the educational process, the creation of sports sections and the achievements of students in various sports is of paramount importance. After all, sports and physical education are especially important in modern society.

Abstract

The article examines the history of the formation and development of the Namsky ulus of the Yakut Territory, the origin of toponyms and their meaning. The scientific novelty of the work lies in the fact that for the first time toponymy is used as a historical source for the study of the history of Namsky ulus. As a result, it is proved that the study of the origin of toponyms significantly complements the history of uluses and Yakutia as a whole. The historical toponymy of Namsky ulus is a unique and multifaceted material for studying the cultural heritage and historical memory of the peoples inhabiting this region.

Abstract

The article is devoted to the history of the creation and activities of the Vilyuy leper colony and its role in the fight against leprosy, a common disease among the Yakut population. Special attention is paid to the role of the English nurse Kate Marsden in its opening. The Vilyuy leper colony made a significant contribution to the fight against leprosy, which was considered a symbol of hopelessness, rejection, and fear.

Abstract

The scholarly article, based on archival documents, shows the history of outbound tourism from Yakutia in 1965-1985. The study was carried out on the basis of studying archival documents from the fund of the Yakut Regional Council of Trade Unions. The article reveals the dynamics of the development of outbound tourism from Soviet Yakutia in the period 1965 –1985. An analysis of reporting documents shows that despite the fact that outbound tourism did not become a mass phenomenon during the Soviet period, the number of tourists traveling abroad from the Yakut Autonomous Soviet Socialist Republic in 1965 – 1985 increased annually. The article analyzes the gender composition of tourists traveling abroad, showing that in Yakutia, as in the USSR, in general, female tourists predominated. The national, party, social composition, and geography of outbound tourism are considered. General trends and features of the organization of outbound tourism from the Yakut Autonomous Soviet Socialist Republic have been identified, which can be traced based on the materials of the reports. The authors concluded that in 1965 – 1985, the number of tourists from the Yakut Autonomous Soviet Socialist Republic who traveled abroad on trade union vouchers increased, the geography of tourism expanded, the majority visited socialist countries.

The article analyzes the content of the objective side of the environmental crimes provided for by the Criminal Code of the Russian Federation, and also considers the issue of the possibility of ensuring their uniform application of criminal law norms from the point of view of assessing short-term or long-term socially dangerous consequences that occurred as a result of the commission of a socially dangerous act, the state of the natural environment before and after their commission and other features that affect the nature and degree of social danger.

Abstract

The author reflects on the issue of interaction between civil society and two key characteristics of the modern Russian state: the legal state and the welfare state. The established opinion in legal science about the inextricable link between civil society and the legal state was not reflected in the constitutional reform of 2020, which established the principles of interaction between civil society and the welfare state: mutual trust, social partnership, social solidarity, civil peace, consensus. As a result, there is a need to revive the discussion about the legal state, carefully develop the concept of the welfare state in Russia, and provide for the possible constitutional consolidation of provisions on civil society in the future.
